I Just updated the iTouch to 4.0 and was surprised to find the problem solved because iTouch now has the volume control available on bluetooth. It's not likely to change unless Apple improve their bluetooth implementation on the iPhone - something that hopefully will happen with the introduction of iPhone 4.0 later this year.
